The decision it drives is whether to confirm the draft or route corrections while the simpler pre-issuance amendment path is still open, because corrections on manual channels carry fees at any stage, and an error that survives into the issued BL has to go through the full amendment workflow, with the original BLs returned plus letters of guarantee from shipper and consignee. A verify copy is easy to confuse with the original bill of lading, but it is a pre-issuance check document, not a release or title document: the original is what is surrendered for cargo release, while the verify copy exists only to catch errors before the original is created.
