On the ops desk an express release means there is nothing to print, courier, or surrender: the carrier releases the cargo to the named consignee on arrival. Because no document controls the release, the shipper gives up that protection, so the forwarder reserves it for shipments between parties with an established, trusting relationship. It is not the same as a telex release, where originals are issued and then surrendered at origin before the carrier authorises release; under an express release, no originals are ever issued.

A cargo release at destination made without any original bill of lading being issued or presented: the shipment moves on a non-negotiable document such as a sea waybill or express bill, so the carrier delivers to the named consignee with no originals to surrender.
