Telex release is the common fix when the originals cannot travel ahead of the cargo, and it avoids the courier delay on documents. It requires every original surrendered at origin, and it is not the same as a seaway bill, which is issued without originals in the first place. The forwarder decides between the two based on how the consignee needs to take delivery.

Telex Release
A way of releasing cargo at destination without presenting paper originals: the shipper surrenders all original BLs at origin, and the carrier sends an electronic message authorising its destination office to release the cargo to the named consignee.
