For maritime cargo, ICS2 means complete and accurate data has to be filed ahead of arrival for shipments destined to the EU, Norway, Northern Ireland, or Switzerland, and gaps in that data can hold the cargo. The filing reaches down to house level, so the forwarder, not just the carrier, is responsible for getting it in on time and correct.

The European Union's Import Control System 2, the customs pre-arrival security programme that requires advance cargo information to be filed before goods arrive in or transit the EU. It has been introduced in phases by transport mode, with Release 3 (4 December 2024) bringing maritime cargo into scope.
